TL:DR? BillToMobile is fixed. Email firstname.lastname@example.org if you are still missing a recharge payment.
At this time, the known issue with BillToMobile transactions failing to reach your game accounts has been resolved. Going forward, BillToMobile payments should automatically be applied to your game banks with no further issue. However, many of you made payments between the dates of October 17-27th that may not have been applied. Please check your email for a message from email@example.com (this may be in your spam folder). If you received one of these emails it means your transaction was not applied to your account, and I am requesting you contact me before October 30th so you can qualify for the BillToMobile 20% point event we currently have.
Please read this email carefully and respond with the requested information (paying special attention to the last paragraph). If you recharged, and did not get your payment applied to your game account or an email from me, please send an email with this information to firstname.lastname@example.org so I can investigate this issue for you.
